Are you interested in going to Canada as an Overseas Filipino Worker (OFW)? If so, there is only one place you should be looking: the official website of the Philippine Overseas Employment Administration (POEA). Here are all the recruitment agencies for Canada licensed by POEA.

CORONAVIRUS DISEASE (COVID-19) ADVISORY

Effective 11:59PM EST Wednesday January 6, 2021, all travellers five years old and over must present a negative COVID-19 laboratory test result taken within 72 hours prior to boarding their flight to Canada. All travellers entering Canada must also follow mandatory 14 day quarantine requirements upon arrival.

NEGATIVE PCR TEST REQUIREMENT

You must present a negative COVID-19 laboratory test result prior to boarding their flight to Canada.

Accepted COVID-19 laboratory tests include Polymerase Chain Reaction (PCR) tests or Loop-mediated Isothermal Amplification (LAMP) tests.

COVID-19 laboratory tests must have been taken within 72 hours from your scheduled departure from the Philippines.

Antigen tests are NOT accepted.

If you are unable to provide proof of a negative COVID-19 laboratory test result, your air carrier will not allow you to board your flight to Canada.

COVID-19 laboratory test results must include the following:

  • your name (as it appears on your travel documents),
  • the name, address contact details of the laboratory which administered the COVID-19 laboratory test,
  • the date on which the COVID-19 laboratory test was conducted,
  • the type of COVID-19 laboratory test was used (ex. PCR or LAMP)
  • the COVID-19 laboratory test result (ex. “Negative” or “Not Detected”).

You can be fined of up to CAD$5,000.00 if you provide questionable or fraudulent COVID-19 laboratory results.

If you have any questions about providing proof of a negative COVID-19 laboratory test, contact your air carrier immediately.

MANDATORY 14 DAY QUARANTINE REQUIREMENT

You have to meet the mandatory 14 day quarantine requirement when you arrive in Canada.

If you do not follow the mandatory 14 day quarantine requirement, you may be transferred to a government quarantine facility and face significant fines and imprisonment.

When you arrive in Canada, you must proceed directly to your place of quarantine and stay there for 14 days.

When you arrive at your place of quarantine, you must report your arrival using the ArriveCAN app or call 1 (833) 641-0343 or 1 (888) 200-4881.

You must also perform a COVID-19 symptom self-assessment for every day of your mandatory 14 day quarantine requirement.

You cannot leave your place of quarantine except for:

  • medical emergencies,
  • essential medical services or treatments (including taking a COVID-19 laboratory test)

You cannot use shared spaces, including lobbies, courtyards, gyms or pools.

You also cannot have any guests come to visit for the duration of your 14 day mandatory quarantine.

Provincial or territorial public health officials may contact you during to determine if you are following the mandatory 14 day quarantine.

CANADA IS A NO PLACEMENT FEE COUNTRY

There are a number of important things you should understand before calling recruitment agencies asking about jobs in Canada. Canada is a No Placement Fee country.

Many countries around the world, especially in the Middle East, allow employers to pass on recruitment costs to the foreign worker.

Canada is not one of these countries. The Government of Canada requires Canadian employers to shoulder all costs related to the recruitment of foreign workers, including placement fees and airfare.

If you have been asked to pay a placement fee, or have been asked to make a payment without being issued a receipt, report the recruitment agency to POEA as soon as possible.

WHAT DO YOU NEED TO WORK IN CANADA?

You and your Canadian employer both need to meet the minimum requirements of both countries (Canada and the Philippines).

In most cases, this may include:

  • your Canadian employer getting approval from the Government of Canada to hire a foreign worker (by applying for a Labour Market Impact Assessment (LMIA).
  • applying for a Temporary Resident Visa (TRV) at your local Visa Application Centre (VAC).
  • your Canadian employer needs to have your employment documents verified and authenticated by the Philippine Overseas Labour Office (POLO) which has jurisdiction over your province of employment.
  • applying for an Exit Clearance at the POEA.

Remember that Work Permits are issued by Canada Border Services Agency (CBSA) when you arrive in Canada.

HOW TO APPLY?

The single most popular question we get when it comes to finding a job in Canada is: “How to apply?”.

Unfortunately, the answer isn’t as simple nor straightforward as you’d hope it would be.

Going to Canada, especially as an OFW, is a very complicated affair, dependent of many requirements being met, by both the Canadian Employer as well as the OFW.

Both the Canadian Employer and the OFW must also meet the minimum requirements of both the Canadian and Philippine Governments.

While you may be tempted to pay illegal recruitment fees to make things easier for you, we have one piece of advice for you: DON’T.

When it comes to submitting an application to work in Canada, there are no shortcuts.

True, many before you have tried, and some have actually found loopholes in the system that allowed them to come to Canada as OFWs, but it never ends well.

If you want to come to Canada, our best advice is to follow the rules. If you are submitting an application from the Philippines, ONLY deal with recruitment agencies licensed by the Philippine Overseas Employment Administration (POEA).

POEA licenses recruitment agencies in the Philippines, allowing them to represent foreign employers looking for qualified workers to fill positions they are unable to find local workers for.

WHAT IS A RECRUITMENT AGENCY?

In the Philippines, Recruitment Agencies are private companies that look for workers on behalf of Canadian Employers.

Recruitment Agencies gather resumes and CVs (sometimes called manpower pooling), allowing Canadian Employers to choose from a pool of candidates.

Recruitment Agencies are paid by Canadian Employers for their services, which include interviewing OFWs.

Unlike manpower pooling for other countries, Recruitment Agencies are NOT allowed to collect placement fees (sometimes called recruitment fees) for OFWs bound for Canada.

Do NOT make any payments to Recruitment Agencies if you are applying as an OFW in Canada.

If you absolutely must, make sure that all payments are documented and you are issued a receipt. Do NOT make any payments through wire transfer services such as Western Union. Remember, if you do not have any receipts, you will NOT be able to get your money back if something goes wrong.

Canadian Employers and Recruitment Agencies can NOT guarantee that you will be allowed to enter Canada.

Only the Government of Canada‘s Canada Border Services Agency (CBSA) has the power and authority to do that (and that only happens when you physically arrive in Canada, with the proper documents).

If you have made payments (under-the-table, or otherwise) to a Recruitment Agency for a job in Canada, report it to POEA ASAP. They’re not supposed to do that.

WHAT IS A JOB ORDER?

Canadian Employers work with Recruitment Agencies in the Philippines to look for suitable OFWs, by giving them a list of positions they have available.

Recruitment Agencies must register these positions with POEA, indicating the name of the position as well as the number of positions available.

These positions are called Job Orders.

Job Orders indicate when the position was submitted to POEA, as well as the Recruitment Agency responsible for the Job Order.

Unfortunately, there isn’t much additional information available on the official POEA list, such as a detailed description of the minimum requirements you must have in order to apply for the job.

HOW TO APPLY FOR JOBS IN CANADA FROM THE PHILIPPINES

1) Contact a POEA-licensed Recruitment Agency.

Find out which jobs are available and submit the necessary documents for the Canadian Employer’s consideration.

After a preliminary Job Offer is made by a Canadian Employer (not the Recruitment Agency), both the Canadian Employer AND the OFW must submit requirements to BOTH the Government of Canada and the Philippine Government.

2) Apply for a Temporary Resident Visa (TRV) / Submit documents for Verification and Authentication of Employment Documents

OFWs who have been offered a preliminary Job Offer must apply for a TRV at the Embassy of Canada through the Visa Application Centre (VAC).

Submitting Proof of Funds, results of Language Proficiency and Medical Examination tests as well as Biometrics are all part of the requirements for applying for a TRV.

Canadian Employers must also submit requirements to the Philippine Overseas Labour Office (POLO) which has jurisdiction over the province or territory of employment in Canada. This process is mistakenly referred to by many as Red Ribbon (because of the seal attached by the Philippine Embassy or Philippine Consulate to the employment documents).

OFWs will not be able to apply for their Exit Clearance without the Canadian Employers submitting requirements to POLO.

3) Attend PDOS, apply for OEC / Buy a ticket, get on a plane

Both the Government of Canada and the Philippine Government have safeguards in place to prevent Human Trafficking.

For OFWs, this includes mandatory attendance during the Pre-Departure Orientation Seminar (PDOS).

OFWs must also apply for an Overseas Employment Certificate (OEC) at the POEA. The OEC is presented by the OFW at the airport, before getting on a plane to Canada. OFWs can NOT get on a plane without a valid OEC.

4) Enter Canada with a valid Work Permit

Like all foreigners, OFWs must go through immigration procedures before being allowed to enter Canada.

Canada Border Services Agency (CBSA) officers interview all foreigners, including OFWs, who wish to enter Canada, before deciding whether they can come in or not.

If the CBSA officer is satisfied that your documents are in order, and that your job offer is valid, you will be issued a Work Permit.

Make sure that all your documents are in order, and that the job offer from your Canadian Employer is legitimate, otherwise you WILL be detained and sent back to the Philippines.

WHERE CAN I FIND JOBS IN CANADA FOR FILIPINOS?

In the Philippines, the ONLY place you can find LEGITIMATE jobs in Canada for Filipino is at POEA.

Do NOT transact with Recruitment Agencies who are NOT licensed by POEA.
